Nike free 7.0 question?

this is kinda hard to explain. the part of the shoe right under the shoelaces is that connected to it or not. like the first nike free i got which was the first one it is all connected. most shoes aren't like this but i think it is more comfortable

That part of the shoe is referred to as a 'tongue'. If you look at one that is not connected to the rest of the shoe except at the base, it sort of looks like one, so you can see where it got its name.
